No, intentionally staring at strangers is rude. It's one thing to catch a glimpse have your curiosity focused for a few seconds and then realize your being rude and then walk away though that's fine since that is simply human nature and what not.

Also I haven't been to a Walmart in a long time since I don't live near one and haven't for a while now.
