In the city its not much of an issue because you can bike/take a bus and cities generally accommodate both of those pretty well but if you live in a suburb and need to get to university you're gonna have to get a car, realistically speaking, which means going into debt if you're not fortunate enough to be able to afford one outright.
Like, the issue isn't that people have cars or like cars or whatever, I'm certainly not advocating for us all to live in Wakanda where there are no cars period, but I think that the way cars interact with society at large isn't the best possible way it could be done for the people of society.

yeh the cost is the biggest hurdle by far. i think the answer again we're both kinda driving at is that the power grid in general needs to be brought off of fossil fuels for any kind of change to follow in its wake. we need more hydro/okuu power plants and nothing will change until that happens probably.

i think india has more of an excuse because of how stratified it is, if you live in a slum you don't really have many options for ethically disposing of your waste. the answer for india is simply less economic stratification, tovarisch. i unironically think the Sikhs would be better at running the country because from what i know their religion emphasizes discipline a lot more than Hinduism so they'd probably take India in a much more responsible direction in terms of economic redistribution. Yes this boils down to "india needs socialism" more or less but different places have different needs and capitalism + ultra dense population = stratification and therefore waste which is why in China the pollution is largely governmental and done at the highest levels of society while in India it's done by both the corporations and the people.
I will say though idk much about either country so this is a theory more than anything concrete. If you know the actual unironic reasons please do tell me.
