unironically though i think every country with low AoC is either a shithole that has bigger issues to worry about, like foundational economics, infrastructure, government, etc (Angola, etc) or has a history of being a much too sex-positive society (Japan is a good example)
Japan's national AoC up until pretty recently iirc was 13 and that was due to Japan's historical comfort with sexuality.
