unironically though i think every country with low AoC is either a shithole that has bigger issues to worry about, like foundational economics, infrastructure, government, etc (Angola, etc) or has a history of being a much too sex-positive society (Japan is a good example)
Japan's national AoC up until pretty recently iirc was 13 and that was due to Japan's historical comfort with sexuality. The Japanese people didn't see anything wrong with that kind of relationship until they truly modernized and the law followed by changing. if you wanna get real nerdy I'd still say 19 and 17 is le bad because a 17 year old is definitely still in school and an 18 year old can or can not be in school so it kind of gets a pass on the same principle as why 18 is the limit in the first place. i would argue that school is a large part of their daily worries and takes up a lot of their mental bandwidth which may make them easier targets for abusers who want to prey on that mental exhaustion i dont know shit about romania outside of their soviet days so idk much about how sex positive or negative romanian society is but I really do think the age of consent in a country can be used to track its general level of advancement. be le ebin neo luddite if you want to but the fact of the matter is that for most people modernization = improved quality of life
