You can coerce someone into a duel. The reason it's b& is because there's no way to ensure that 100% of duels, where lives can be lost, are entirely consensual.
I do think the government should allow private individuals to consent to fistfights in order to resolve disputes by combat however, but if you kill the other person even by accident that's automatic first degree
